Manuel Boy Mejorada revealed in a blog entitled 'Drilon is a big liar' how Senator Franklin Drilon allegedly put up deceptive ploys to hide his corruption in the DAP funds.

According to the blog, in all the statements that Drilon reported for the DAP funds used for his anomalous Iloilo Convention Center project in Iloilo City, he only declared that he got P100,000,000 for the project.

He mentioned that claim in two press releases dated July 8, 2014, and October 13, 2013.

However, DPWH Regional Director, Engr. Wenceslao Leano confirmed that the Department of Budget and Management (DBM) had already issued three (3) SAROs, or the Special Allocation Release Order, with a total amount of P300 million that went into the Iloilo Convention Center project and this is after he made his first claim.


In a matrix where the 3 SARO's are shown, the blog posted a digital copy of fund disbursements for the ICC.

This is also confirmed by Secretary Benjamin Diokno in his letter dated July 23, 2018.


It appeared that Drilon made it as if the design of the ICC as specified by the Megaworld’s architect, W. Coscolluela and Associates, had a budgeted cost of only P200 million. And in the Blue Ribbon committee investigation on November 13, 2014, Drilon admitted that the design and specifications for the building were part of the donation made by Megaworld.

However, Drilon's greed supposedly did not stop there. He was not satisfied with the P100 million he got from the first SARO, he bit another huge chunk of P50 million in the second one and another bigger chunk of P150 million in the third one.



Mejorada is now asking Drilon to ask for the public's forgiveness as well as his fellow senators for what he did.
